The location of facilities <br /> is based on need and there is limited flexibility as <br /> to where the facilities are sited. For this reason, <br /> it is recommended that certain substations be <br /> permitted by right in all zones, with restrictions and <br /> requirements as indicated in the attached amendment. <br /> Current Requirements <br /> Currently, electric substations require approval of a <br /> Class A Special Use Permit. Article 8.8.3 indicates <br /> additional information that must be supplied with the <br /> Special Use Permit applications, and standards by <br /> which the project is evaluated. Additional <br /> requirements include Site Plan, Elevations, and a <br /> Landscape Plan. Evaluation standards include the <br /> following: <br /> - Where in a residential district, any buildings <br /> shall have a suitable appearance, or be screened. <br /> - Screening is required where building setbacks <br /> from private roads or property lines are less <br /> than 200' . <br /> - Outside storage areas are fenced and screened. <br /> The site is of sufficient size for the proposed <br /> use and sewage disposal system. <br /> These standards are only marginally applicable to <br /> substations because there are no "buildings" , storage <br /> areas, or sewage disposal systems normally associated <br /> with the substation facility. <br /> Proposed Requirements <br /> It is proposed that electric substations receiving up <br /> to 100 kv be permitted by right in all districts with <br /> the following special restrictions: <br /> 1. Perimeter fencing in accordance with the National <br /> Electric Code. The code requires fencing around <br /> the structure itself for safety purposes. <br /> 2. The components of the facility shall be contained <br /> within a geometric area not to exceed 12,000 <br /> square feet ( .27 acres) . The facility is not a <br /> "building" . This is proposed as a means to <br /> measure size in lieu of the standard square <br /> footage of floor area. <br />
