2 <br /> BACKGROUND: <br /> At the Board's retreat on December 10 , the staff indicated <br /> that a construction schedule for the County bond projects <br /> would be available at the Board meeting of January 3, 1989. <br /> The following report contains that schedule. <br /> A substantial amount of management time will be required in <br /> successfully developing and completing the CIP bond projects. <br /> To this end, I have established a CIF Project Management <br /> .Team. The team will consist of the following staff members: <br /> John Link, County Manager <br /> Albert Kittrell , Assistant County Manager <br /> Bill Laws (as available) , Assistant County Manager <br /> Pam Jones, Team Leader,. Purchasing and Central Services <br /> Director <br /> Ellen Liston, Finance Director <br /> . Paul Thames, County Engineer <br /> Members of this team have been meeting recently to work out a <br /> feasible construction schedule for the County's bond <br /> projects. The team took several factors into consideration <br /> when compiling this schedule. These factors include: <br /> - The relative priority of the project. <br /> - Relationship with other projects, such as the <br /> relationship of the 911 Emergency Center expansion with <br /> GIS and computer-aided dispatch. <br /> • <br /> - Timing of construction so that construction does not <br /> commence during the Winter season if significant grading <br /> or other site work is anticipated. <br /> - Acknowledgment that site acquisition, site plan approval 1 <br /> and historic district approvals will require more time. <br /> For new buildings housing more than one department , we have <br /> built in a planning phase to ensure that each department and <br /> each board or commission affected will have an opportunity to <br /> make their needs/wants known before the design is <br /> established. During this planning period we will review not <br /> only the needs of each department , but how to position County <br /> departments so as to best serve the public. Albert Kittrell , <br /> Assistant County Manager will be responsible for organizing <br /> the planning phase for each project. <br /> In addition to time built into the schedule to accommodate <br /> site plan, historic commission and other regulatory <br /> approvals, we have also built in time required for the County <br /> Commissioners to review and approve bids and contracts with <br /> major contractors for each project. <br />
