King, Director <br /> Public Transportation Division <br /> SUBJECT: Pre-Award Audit Report <br /> County of orange <br /> Work Order No. 9.9043204 <br /> PTD Project No. 89-18-044 <br /> A pre-award audit of the subject project has been completed. This report is <br /> being submitted for your information. <br /> 1. General <br /> A. The primary purpose of this audit was to ascertain that the estimated <br /> project costs were reasonable, valid and in compliance with the <br /> applicable Federal and State regulations. <br /> B. The local government is currently reporting under OMB Circular A-128. <br /> 2. Scope of Audit <br /> A. Current permanent Audit Branch files, pertinent data furnished by the <br /> Contracting Officer, the grantee's Application for State Funds, the <br /> proposed project budget and the contract signed by the grantee were <br /> utilized in the audit. <br /> z <br /> B. The audit was performed in accordance with the North Carolina <br /> 0 <br /> Department of Transportation fiscal procedures and Office of <br /> Management and Budget Circulars A-87, A-102 and A-128. <br /> • <br /> 3. Results <br /> A.
