For the Board to discuss re-structuring the agenda order to reflect externally <br /> oriented items versus internally oriented agenda items. <br /> Excerpt from the January 27, 2017 BOCC Retreat DRAFT Minutes: <br /> • In response to Chair Dorosin's earlier remarks about the Board's meetings not being as <br /> engaging to the public as they could be, Commissioner Jacobs said that the Board <br /> could consider changing its meeting agendas. The first part of our meeting could be <br /> externally oriented. Then in the middle we could have a presentation from one of the <br /> Departments. We could leave the dais at that point and turn the podium over to the <br /> staff. And then we would come back for the more internally oriented agenda items after <br /> that, such as procedures for advisory boards or appointments, for example. Just like <br /> they have moved public hearings up to the front, because that is what is of interest to <br /> most people in the public, they could identify the items that most people in the public do <br /> not care about, and address them later. <br /> This item was addressed in the above item. <br /> 5. Policy for Governing the Selection Process of BOCC Boards/Commissioners <br /> Assignments <br /> Additional discussion item: <br /> Chair Dorosin wanted to discuss and change tonight how the Board chooses their <br /> annual boards and commissions to serve on. He said the current policy is below: <br /> Policy Governing the Selection Process of BOCC Boards/Commissions Assignments - <br /> 2011 <br /> • Each BOCC member (veteran) shall chose one board that they currently serve on to <br /> keep in perpetuity <br /> • The junior member will then pick one board first in the first round and then least senior <br /> members of the Board will choose one board on which to serve ((suggestion is to do this <br /> alphabetically— by last name) <br /> • In the second round, the senior member will pick first, and then the other senior <br /> members to the least senior member will pick <br /> • And then it is back to the junior member.... <br /> • Round Robin will not include short-term taskforces (limited duration), ex-officio boards, <br /> and non-O.C. boards with BOCC in officer/leadership positions (these boards also <br /> cannot be taken away by other BOCC members). <br /> Chair Dorosin recommended not having this policy, which allows one board picked by <br /> senior members. He said he would throw the process wide open, and he finds himself <br /> disengaged with the work of boards on which he never has the opportunity to serve. <br />
