9 <br /> Introduction to Possible Joint Planning Area Amendments <br /> February 13, 2017 <br /> QPH Work Session <br /> Item F.1 <br /> Tonight's Purpose <br /> • To receive an introduction to possible Joint Planning Area amendments and provide <br /> feedback to staff <br /> Brief History of JPA <br /> • Land Use Plan and Agreement between Orange County and Towns of Chapel Hill and <br /> Carrboro <br /> • Initially adopted in 1986 <br /> • Outlines zoning requirements, development standards, development review and <br /> permitting, and limitations on annexations <br /> • All three jurisdictions must approve amendments to plan or agreement, after a joint <br /> public hearing <br /> o Joint public hearings held in March or October <br /> o Change joint meetings on calendar to joint public hearings <br /> • For many years, joint public hearing was a meeting date on adopted <br /> calendars, deleted in late 2000's because hearings were sometimes <br /> canceled. Decision made to have hearings on an as-needed basis by <br /> converting joint meeting dates to 3-party hearings. <br /> Current Joint Planning Area <br /> • Rural Buffer (approx. 37,000 acres) <br /> • Carrboro Transition Areas (1 and 2) (496 acres & 1,258 acres, respectively) <br /> • Chapel Hill Transition Area (274 acres remain, ETJ authority extended over Roger Road <br /> area in late 2015) <br /> Possible Amendments to JPA Map <br /> • Amendments are not interlinked <br /> • Being pursued together due to required process of joint public hearing and separate <br /> action by the three jurisdictions, including respective Planning Board recommendations <br /> • Four geographic areas: <br /> o Millhouse Road <br /> o Sunrise Road <br /> o Old Lystra Road <br /> o Highway 54 West <br /> Possible Map Amendments <br /> • Millhouse Road Park (78.2 acres), 3 parcels owned by Town of Chapel Hill (6.3 acres), <br /> and 2.2 acres of road right-of-way <br /> o From Rural Buffer to Chapel Hill ETJ <br /> o Would allow proposed park to be served by public water and sewer of <br /> WASMPBA is also amended <br /> • Town of Chapel Hill's Operation Facility, northern portion of parcel (32.2 acres) <br /> o Town staff expressed interest a few years back <br /> o Currently awaiting direction from Town Management/Council <br /> o From Rural Buffer to Chapel Hill ETJ <br />
