1
Orange County
Environment & Resource Conservation
306-A R.eaeTe Road / PO Box 8181
Hillsborough, NC 2 i 278
Phone: (919) 245-2590, Fax: (919) 644, 3351
RaSaMMi-0e3?PEEce
MEMORANDUM
TO: Monica Evans, Deputy Clerk to the Board of Commissioners
FROM: David Stancil, Environment and Resource Conservation Director
DATE: January 4, 2005
SUBJECT: Recommendation for Appointment to the Historic Preservation Commission
ERCD staff have received the attached application from Steve Rankin for the Historic
Preservation Commission. Mr. Rankin meets the requirements for commission membership
as outlined by the Certified Local Government (CLG) program; he resides within Orange
County's planning jurisdiction and has relevant education and experience. HPC members
and Historic Preservation staff have been in contact with Mr. Rankin and he is interested in
serving on the commission.
Only one other candidate for the Orange County Historic Preservation Commission, Michelle
Kempinski, meets the CLG requirements. Ms. Kempinski is currently serving on the
Commission for the Environment, the Planning Board and the Efland Small Planning Area
Taskforce.
Please convey this to the Board of County Commissioners for their consideration in early
2006. Mr. Rankin would fill the seat of Jack Bernhardt, who resigned in November due to
other commitments. Mr. Rankin's knowledge in architectural history and archaeology will
lead to a more well-rounded preservation board and will serve as a logical replacement for
Mr. Berhardt whose expertise was also in archaeology.
