16 <br /> For the purposes of Orange County, access management plans and small area plans are <br /> referenced in the CTP as including collector street plan alignments. <br /> January 18 Orange Unified Transportation Board (OUTBoard) Comments <br /> At the January 18 meeting of the OUTBoard, Orange County Transportation Planning staff <br /> made a presentation on the CTP. The OUTBoard undertook action to endorse the CTP as a <br /> replacement to the Thoroughfare Plans in principle, with the caveat that the members will <br /> spend <br /> more time reviewing the specific alignments in detail. The OUTBoard members requested that <br /> staff reserve time to review the OUTBoard's specific comments at the OUTBoard's next <br /> meeting <br /> (February 15) and transmit these comments to the BOCC. During the meeting, OUTBoard <br /> members expressed concern that no projects were included in the CTP to address congestion <br /> on Churton Street through Downtown Hillsborough. <br /> Next Steps <br /> The CTP Report document and the CTP maps have undergone an internal NCDOT review. At <br /> this point in the process, the DCHC MPO is currently accepting public comment on the CTP <br /> maps through February 24. The CTP maps can be found here: http://www.dchcmpo.org/ <br /> programs/ctp/defauVt.asp. Both the DCHC MPO Board and the NCDOT Board of <br /> Transportation will approve the CTP maps in early 2017. Commissioner Barry Jacobs serves <br /> as the liaison to the DCHC MPO Board. <br /> Staff reviewed the 1985 un-adopted Thoroughfare Plan for Orange County as well as the <br /> Thoroughfare plans for Chapel Hill, Carrboro, and Hillsborough to ensure that undesirable <br /> projects had not been carried forward to the CTP. The maps from these plans are provided <br /> in Attachment 4. <br /> Orange County Transportation Planning staff will return to the BOCC at its February 21 <br /> meeting with the OUTBoard's complete recommendation.
