2 <br />Smaller class sizes in grades K-3 will result in less building capacity in the elementary schools. <br />This issue will be addressed in the upcoming 2006 report but will not change the Schools APFO <br />CAPS (Certificate of Adequate Public Schools) program until the noted effective date. <br />FINANCIAL IMPACT: Precise financial impacts cannot be determined, but changes in <br />projected building capacity and projected growth in student membership for the next ten years <br />are expected to result in higher future operating and capital budget requests. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the November <br />15, 2005 Membership and Capacity numbers as submitted by each school district, and <br />authorize the Chair to sign the appropriate forms.
