ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 24, 2006 <br />Action Agenda <br />Item No. C1 'C <br />SUBJECT: Schools Adequate Public Facilities Ordinance (Schools APFO) -Approval of <br />Membership and Capacity Numbers <br />DEPARTMENT: Manager/Planning/Budget/ PUBLIC HEARING: (Y/N) No <br />Attorney <br />ATTACHMENT(S): <br />CHCCS and OCS School APFO <br />Capacity Calculation and Change <br />Request Forms (includes student <br />membership) for Elementary, Middle, <br />and High School <br />INFORMATION CONTACT: <br />Rod Visser, 919-245-2308 <br />Craig Benedict, 919-245-2592 <br />Donna Dean, 919-245-2151 <br />Geof Gledhill, 919-732-2196 <br />PURPOSE: To consider approval of November 15, 2005 membership and capacity numbers <br />for both school districts (Orange County Schools and Chapel Hill-Carrboro City Schools), which <br />will be used in developing 10-year student membership projections and the 2006 SAPFO <br />Technical Advisory Committee (SAPFOTAC) Report, <br />BACKGROUND: In accordance with the Schools APFO MOUs (Memorandum of <br />Understanding), the Board of County Commissioners shall approve the School Districts <br />November 15 membership and capacity numbers within fifteen (15) days after receiving the <br />numbers from the School Districts, Both School Districts submitted their membership and <br />capacity numbers in accordance with the MOUs. <br />The SAPFOTAC, comprised of representatives of both school systems and the Planning <br />Directors of the County and Towns, is tasked to produce an annual report for the governing <br />boards of each Schools APFO partner, The full annual SAPFOTAC report will be completed in <br />early 2006. <br />The building capacities used this year are unchanged from the capacities used last year, A <br />'Joint Action' Collaboration Committee comprised of the Chair and Vice Chair of both school <br />districts, the two Superintendents, and the County Manager met in November 2005 to resolve <br />capacity issues related to State of North Carolina class size reduction mandates in grades <br />kindergarten through 3 (K-3), <br />The 'Joint Action' committee has recommended to the BOCC implementation of reduced class <br />sizes in both school districts commensurate with the anticipated opening date for Elementary <br />School #10 in the Chapel Hill-Carrboro school district (now expected for academic year 2008- <br />09). The accompanying membership and capacity forms have been footnoted to reflect the <br />intent to calculate capacity based on the lower student-teacher ratios in 2008-09.
