48 <br /> Section II <br /> Similar to last year's projections, the need for additional capacity at Cedar Ridge High School is <br /> not anticipated in the 10 year projection period. However, to address public safety concerns with <br /> the current high school capacity exceeding the 100% threshold, Orange County Schools is in <br /> preliminary planning stages to expand Cedar Ridge High School from initial capacity of 1,000 <br /> students to1,500 students for the 2020-21 school year. <br /> Additional Information for Orange County School District <br /> The City of Mebane lies partially within Orange County and students within the Orange County <br /> portion of Mebane attend Orange County schools. However, the City of Mebane is not a party to <br /> the SAPFO agreement and therefore does not require that CAPS (Certificate of Adequate Public <br /> Schools)be issued prior to development approvals. Following the economic downtown, there <br /> has been a slight increase in approved and undeveloped residential development in the City of <br /> Mebane and the Town of Hillsborough. Currently, there are over two thousand proposed single <br /> family and multifamily housing units approved, but undeveloped in the City of Mebane and the <br /> Town of Hillsborough. The residential growth that has occurred in the recent past within <br /> Mebane's and Hillsborough's jurisdiction has yet to be seen with OCS student membership <br /> numbers and fully realized into the historically based projection methods due to the recession, <br /> charter schools, and possibly new family dynamics effecting family size. Staff and the SAPFO <br /> Technical Advisory Committee will need to continue monitoring and evaluating the demand and <br /> growth of residential development in Mebane and Hillsborough as well as its effect on student <br /> membership rates. <br /> Eno River Academy, formerly known as Orange Charter School, currently serves approximately <br /> 238 student from kindergarten to 11th grade. A future expansion is planned for Eno River <br /> Academy to include a new high school and additional elementary and middle school classrooms <br /> for the 2017-18 school year. The Expedition School, in the Town of Hillsborough, currently <br /> serves approximately 277 elementary and middle school students. Both of these charter schools <br /> continue to have an effect on OCS membership numbers at the elementary and middle school <br /> levels. Charter schools are not included as part of the SAPFO Annual Report and, as a result, <br /> their membership and capacity are not monitored or included in future projections. However, the <br /> SAPFO Technical Advisory Committee does monitor charter schools and their effect on student <br /> enrollment at both school districts. If a charter school does close and a spike is realized in school <br /> enrollment, the student projections will likely accelerate the need in future years, still within an <br /> 33 <br />
