• Recommend a strategy for addressing longer-term demands for Fire, EMS, and Rescue <br />Services within the County. For example, what criteria and data are needed to address <br />anticipated service demands? What methodology is needed to determine how many fire <br />stations and/or EMS or rescue squads are needed to meet those demands and where <br />should they be located in the future? <br />• Countywide public education programs on public safety and being self sufficient in <br />disasters. <br />• Identify the population in the unincorporated areas of Orange County served by each <br />volunteer fire department, EMS provider or rescue squad. <br />• Identify opportunities to improve efficiency, reduce cost, or improve the overall service of <br />the County related to facilities, personnel and equipment. <br />• Provide an estimated cost (operating and capital) of recommended solutions or <br />alternative solutions proposed. <br />• How the County can involve Fire and Rescue Departments in processes and programs <br />that affect operational issues (such as plan review on development and water line <br />extensions) <br />• Review ISO ratings and how the County can assist Fire Departments with improvement. <br />• Identify countywide training facility needs and specific training standards such as mass <br />casualty response and standard equipment <br />• Identify opportunities where the County can assist the Volunteer Departments with <br />required paperwork and administrative issues. <br />Request for Proposals #5119 was developed by Purchasing and a team consisting of the <br />following people: <br />• Jerry Lloyd, White Cross <br />• Mac Cabe, Orange Rural <br />• Andy Gates, Caldwell Fire and President of Orange County Chiefs Council <br />• Matthew Mauzy, South Orange Rescue <br />• Jason Hawkins, Orange County Rescue Squad <br />• Jack Ball, EMS Director <br />• Mike Tapp, Fire Marshal <br />• Kent McKenzie, Deputy Director for EMS <br />The Request for Proposals was sent to ten vendors as well as advertised on the County's <br />website. The Sage Group, Raleigh, NC <br />Interviews were conducted with three of the firms by the above mentioned team. Staff <br />evaluated each proposal based on understanding of the project, work plan, staff qualifications, <br />experience and timeline. Sage Consulting Group from Raleigh, North Carolina was the <br />unanimous choice of the team at a total inclusive cost of $25,000.
