11 <br />SECTION VI Qualifications <br />Steven A. Savia, CMC <br />Steven Savia, CMC, a founding partner of The Sage Group, was previously a consulting <br />partner with Deloitte & Touche He has been in consulting for over thirty years. An <br />experienced professional, most of his consulting career has included working with local <br />governments in a variety of roles, mostly related to emergency services. His consulting <br />experience involves a significant diversity of experiences and clients. <br />In addition to his consulting, Steve is active in a number of professional organizations. <br />His roles have included service on boards of directors, executive committees, and as <br />chairman of the board. <br />Originally from Northern Virginia, Steve's academic background is in political <br />science/public policy, with nninors in economics (B. A., M.A., and postgraduate study). <br />His Fire/Rescue and EMS experience dates back to 1969 when he was a member of the <br />Vienna Volunteer Fire Department (Fahfax County, Virginia Fine and Rescue Services). <br />He continues to serve as a volunteer, believing this is a way to contribute to and support <br />the community in which he lives Steve is currently an adjunct faculty member of the Fire <br />Protection Technology Associates Degree Program at Durham Technical Community <br />College in Durham, North Carolina and was awarded the Outstanding Adjunct Faculty <br />Excellence in Teaching Award in 2001 and 2004. <br />Mr. Savia is also a member of the International City and County Management Association <br />and a member of the International Association of Fie Chiefs. He is also a member of the <br />Wake County Fiefighters Association and the North Carolina Firefighters Association. <br />He holds and has held numerous fire/rescue and emergency medical service certifications, <br />including Incident Command, HazMat Operations Plus, EMT, and Medical First <br />Responder - Defibrillation <br />Steve is a Certified Management Consultant and has been a member of the Institute of <br />Management Consultants (IMC) since 1983. He served in a number of chapter and <br />national roles and was the 1995 - 1997 National Chairman ofIMC. <br />M. Ken Farmer <br />Ken Fanner is a Senior Associate of The Sage Group. He served seven years as the first <br />Executive Director of the NC Fire Rescue Commission. Beginning in 1985, he served as <br />the State Director of Fire and Rescue Training for the North Carolina Community College <br />System. He has been associated with the firm since 1999. <br />He is an Executive Fire Officer Graduate of the National Fire Academy and is an adjunct <br />Instructor for four different planning and leadership courses for the Academy.
