ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 24, 2006 <br />Action Agenda <br />Item No. q- b <br />SUBJECT: Fire and Rescue Service Study Proposal Award <br />DEPARTMENT: Purchasing/Emergency PUBLIC HEARING: (Y/N) <br />Management <br />NATTACHMENT(S): <br /> <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Jack Ball, 968-2050 <br />PURPOSE: To consider awarding a contract for a Fire and Rescue Assessment and Plan from <br />Sage Consulting Group from Raleigh, North Carolina,. <br />BACKGROUND: At the November 9, 2005 BOCC Work Session, the Board reviewed and <br />approved a scope of service for a Fire, Emergency Medical Services (EMS), and Rescue <br />Assessment and Plan for Orange County. The scope of work for the study included the <br />following: <br />• Evaluate the location of existing and planned fire stations, EMS facilities, and rescue <br />squads with regards to effectiveness, appropriateness, demand, and response capability. <br />Assess the strengths and weaknesses of the current and planned configuration and <br />operations. <br />Assess the location and adequacy of each facility; including equipment and volunteers, <br />to meet the service delivery needs of the existing service area. Important considerations <br />to include are: <br />o Demand <br />o Level and range of service (what is being done now and what could be done in <br />future) <br />o Response times <br />o Population <br />o Value of structure <br />o Age and adequacy of vehicles and equipment <br />o Adequacy of volunteers and career staff to meet service demand <br />o Population centers and projected growth areas. <br />Identify any gaps affecting services and identify critical areas to be addressed by the <br />County to continue to meet current demands, including potential locations and staffing <br />needs. Any changes in the facility configuration should consider necessary equipment, <br />availability of <br />volunteers, career staffing, and overall value to public safety.
