He asked if the Board wants to <br /> 22 require a Commissioner sit on a board that is assigned to a Commissioner, or can the spot be <br /> 23 delegated to another person. <br /> 24 Commissioner Rich asked Commissioner Jacobs if he remembers to what this was in <br /> 25 reference to. <br /> 26 Commissioner Jacobs said he did not. <br /> 27 Commissioner Rich said she wondered if it pertains to a former Commissioner who may <br /> 28 still be representing the Board in one of the aforementioned seats. <br /> 29 Chair Dorosin said there is a difference between a delegate being a County staff person <br /> 30 versus a member of the general public. <br /> 31 Commissioner Jacobs said the difficulty is that people who represent the BOCC on <br /> 32 boards never report back to the Board of County Commissioners. He said there has not been a <br /> 33 successful mechanism to loop people in. <br /> 34 Commissioner McKee said he does not want to limit the Board's options, and there are <br /> 35 situations where it works extremely well, such as with Pam Hemminger who represented the <br /> 36 BOCC on the Upper Neuse River Basin Association (UNRBA). He said he would like to leave <br /> 37 things as they are and make a decision on a case-by-case basis. <br /> 38 Commissioner Jacobs said he has no problem with keeping things as they are, but he <br /> 39 would like there to be a stipulation that this person would report back to the BOCC on a regular <br /> 40 basis. <br /> 41 Chair Dorosin said that suggestion is reasonable. <br /> 42 Commissioner McKee said to make that the stipulation of the appointment, and if it is <br /> 43 not done, it would be grounds for revoking. <br /> 44 Commissioner Rich said Todd McGee could create a sheet similar to the reporting form <br /> 45 used by the BOCC for conferences, etc. <br /> 46 <br /> 47 A motion was made by Commissioner McKee, seconded by Commissioner Jacobs to <br /> 48 remain with the current system and consider appointments outside of a Board of County <br /> 49 Commissioners' position on a case by case basis and include the stipulation that the appointee <br /> 50 must report back to the full Board on a regular basis. <br />
