18
1 Bonnie Hammersley clarified when staff writes an abstract that may be related to a
2 Commissioners petition, staff will not use individual names, but rather will state, "the Board
3 requested."
4 Chair Dorosin said yes.
5
6 VOTE: UNANIMOUS
7
8 2. Commissioner Jacobs asked if the Chair and Vice Chair would come back with a
9 clarification of policy about having the BOCC represented on other boards, in
10 positions that require an elected official.
11
12 Excerpt from the December 13, 2016 APPROVED BOCC Meeting Minutes
13 • Announcements and Petitions by Board Members
14
15 Commissioner Jacobs asked if the Chair and Vice Chair would come back with a
16 clarification of policy about having the BOCC represented on other boards, in positions that
17 require an elected official (as well as other elected officials serving on BOCC advisory boards,
18 but who are not members of the BOCC-separate item below).
19
20 Chair Dorosin said this is related to delegating a seat, which is assigned to the Board of
21 County Commissioners, to a non-Commissioner delegate. He asked if the Board wants to
22 require a Commissioner sit on a board that is assigned to a Commissioner, or can the spot be
23 delegated to another person.
24 Commissioner Rich asked Commissioner Jacobs if he remembers to what this was in
25 reference to.
26 Commissioner Jacobs said he did not.
27 Commissioner Rich said she wondered if it pertains to a former Commissioner who may
28 still be representing the Board in one of the aforementioned seats.
29 Chair Dorosin said there is a difference between a delegate being a County staff person
30 versus a member of the general public.
31 Commissioner Jacobs said the difficulty is that people who represent the BOCC on
32 boards never report back to the Board of County Commissioners. He said there has not been a
33 successful mechanism to loop people in.
34 Commissioner McKee said he does not want to limit the Board's options, and there are
35 situations where it works extremely well, such as with Pam Hemminger who represented the
36 BOCC on the Upper Neuse River Basin Association (UNRBA). He said he would like to leave
37 things as they are and make a decision on a case-by-case basis.
38 Commissioner Jacobs said he has no problem with keeping things as they are, but he
39 would like there to be a stipulation that this person would report back to the BOCC on a regular
40 basis.
41 Chair Dorosin said that suggestion is reasonable.
42 Commissioner McKee said to make that the stipulation of the appointment, and if it is
43 not done, it would be grounds for revoking.
44 Commissioner Rich said Todd McGee could create a sheet similar to the reporting form
45 used by the BOCC for conferences, etc.
46
47 A motion was made by Commissioner McKee, seconded by Commissioner Jacobs to
48 remain with the current system and consider appointments outside of a Board of County
49 Commissioners' position on a case by case basis and include the stipulation that the appointee
50 must report back to the full Board on a regular basis.
