1 <br /> 1 Attachment 3 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 WORK SESSION <br /> 6 February 16, 2017 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met for a work session on Thursday, February <br /> 10 16, 2017 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br /> 13 Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Dorosin called the meeting to order at 7:00 p.m. <br /> 21 Chair Dorosin said Agenda Item 1 needs to be moved to February 21st, due to the full <br /> 22 nature of this evening's agenda. <br /> 23 <br /> 24 A motion was made by Commissioner Price, seconded by Commissioner Rich to move <br /> 25 this item to the 21st agenda. <br /> 26 <br /> 27 VOTE: UNANIMOUS <br /> 28 <br /> 29 Commissioner Rich asked if, when Item 1 is presented next week, could it be formatted <br /> 30 differently to make it easier to read the comments. <br /> 31 Bonnie Hammersley said staff felt similarly, but wanted the Board of County <br /> 32 Commissioners (BOCC) to see all the comments. She said staff received three sets of <br /> 33 comments, and rather than manipulating the comments, chose to number the pages and enter <br /> 34 page numbers as each item was discussed. She said some comments were moved into the <br /> 35 recommendations, and noted the different colors were due to various technology that was used, <br /> 36 and the colors were difficult to manipulate. <br /> 37 <br /> 38 Chair Dorosin said he would like to reverse the orders of Items 4 and 5 this evening. <br /> 39 <br /> 40 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 41 reverse the order of these two items. <br /> 42 <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 <br /> 46 1. Review and Amend the Orange County Housing Affordability Policy <br /> 47 <br /> 48 This item moved to the February 21st Board of County Commissioners Regular meeting. <br /> 49 <br /> 50 2. Solid Waste Five Year Financial Plan and Cost Study <br />
