14 <br /> 1 o Primary Service Areas: areas where water and sewer either are provided or <br /> 2 might reasonably be provided in the future, according to adopted plans and <br /> 3 future amendments to adopted plans <br /> 4 o Long Term Interest Areas: areas where water and sewer is not anticipated, but if <br /> 5 such services are to be provided, they would be provided by the entity <br /> 6 designated for each long term interest area (e.g., OWASA, Town of Hillsborough, <br /> 7 or Orange County) <br /> 8 • All five entities must approve amendments <br /> 9 o Formal public hearing not required <br /> 10 o Can follow normal agenda/decision process <br /> 11 <br /> 12 Current Service Area Map <br /> 13 • Primary Service Area and Long Term Interests <br /> 14 o OWASA <br /> 15 o Hillsborough <br /> 16 o Orange County <br /> 17 <br /> 18 Possible Amendments — Northern Chapel Hill <br /> 19 • Millhouse Road parcels that are proposed for possible addition to the Town of Chapel <br /> 20 Hill's ETJ (118.9 acres total) <br /> 21 • JPA-related land use amendments would have to occur first <br /> 22 o Can run concurrently <br /> 23 <br /> 24 Possible Amendments — Southern Carrboro <br /> 25 • Smith Level Road in vicinity of Carrboro High School (20.6 acres) <br /> 26 o OWASA has provided water and sewer services to much of the area since the <br /> 27 1960s <br /> 28 o Potential oversight in primary service area boundary when WASMPBA was <br /> 29 adopted?? <br /> 30 <br /> 31 Possible Amendments — Hillsborough EDD Area <br /> 32 • Old NC Highway 86 immediately south of existing Hillsborough EDD (87.5 acres) <br /> 33 • Would also require concurrent amendments to Joint Hillsborough/OC Land Use Plan <br /> 34 • Rezoning may also be desirable to reflect urban service boundary <br /> 35 o Currently zoned R-1 (Rural Residential) <br /> 36 <br /> 37 Land Use Plans — Hillsborough Area (map) <br /> 38 <br /> 39 Questions/Feedback <br /> 40 • Town of Carrboro Board of Aldermen received information as a Consent Agenda item on <br /> 41 February 7 <br /> 42 • Town of Chapel Hill, Hillsborough, and OWASA staff determining process/date to inform <br /> 43 governing boards <br /> 44 • Questions and feedback for staff by BOCC <br /> 45 <br /> 46 Commissioner Rich said the big map shows that some of the area looks like they fall in <br /> 47 the OWASA long term. <br /> 48 Perdita Holtz said boundaries need to be firmed up. <br /> 49 Craig Benedict said the rural buffer has to do with watersheds. <br /> 50 Commissioner Jacobs referred to the two white bulges on the map, and clarified that <br /> 51 these areas could possibly be amended and open to development of water and sewer. <br />
