3 <br /> 1 Creating Home Park Conditional Zoning District (HP-CZD) <br /> 2 February 13, 2017 <br /> 3 <br /> 4 Overview <br /> 5 • Orange County has approximately 90 mobile home parks scattered throughout the <br /> 6 county. These home parks offer affordable housing and can serve significant needs in <br /> 7 our community. <br /> 8 • Residents have expressed greater interest in RVs and "Tiny Homes" as alternative <br /> 9 housing types. These options are a temporary housing alternative to suit their family <br /> 10 and/or medical needs. <br /> 11 • The current UDO doesn't allow for RVs. <br /> 12 • Staff has seen an increase in RVs in mobile home parks, which not consistent with State <br /> 13 Codes and UDO requirements. <br /> 14 • These units cannot be legally considered as permanent dwellings. <br /> 15 <br /> 16 All residential construction (including "Tiny Homes, Micro-Homes and/or cottages) must be <br /> 17 classified and built as either a: <br /> 18 1. Manufactured (aka Mobile) Homes = HUD Standards; <br /> 19 2. RV = State Home Park Model Standards; <br /> 20 3. Single-family "Stick Built" = State Building Code; or <br /> 21 4. Single-family "Modular" = State Building Code. <br /> 22 <br /> 23 Mobile Home Park Locations (map) <br /> 24 <br /> 25 Goals of the Amendment <br /> 26 • As directed by the BOCC on February 18, 2016, Planning staff is proposing <br /> 27 amendments to the UDO, providing additional options for temporary and permanent <br /> 28 housing. <br /> 29 • Align with Housing and Land Use Goals in the Comprehensive Plan. <br /> 30 • Address a petition by the Commissioners to encourage more flexibility and housing <br /> 31 options in the County. <br /> 32 • Ensure that UDO requirements are consistent with State and Federal Codes and <br /> 33 guidelines. <br /> 34 <br /> 35 Objectives <br /> 36 1. Revise the Mobile Home Park Conditional Zoning District (MHP-CZD) and other <br /> 37 applicable UDO Sections to allow for both permanent units (i.e. mobile homes) and <br /> 38 temporary units (i.e. RV Parks and Trailer Models). <br /> 39 2. Rename MHP-CZD to HP-CZD. <br /> 40 3. Offer additional opportunities in the UDO that encourage flexible development in rural <br /> 41 sections of Orange County. <br /> 42 4.
