2 <br /> 1 i. Provides standards for Temporary Residential Units that allow for up to a 180-day <br /> 2 occupancy; <br /> 3 ii. Balances the various state and federal construction standards for temporary and <br /> 4 permanent units; and <br /> 5 iii. Allows for a wider-range of housing types. <br /> 6 <br /> 7 The goal is to revise existing development standards in an effort to encourage purposeful <br /> 8 growth and development within the county in a cost efficient manner while promoting varied <br /> 9 housing options. <br /> 10 <br /> 11 The Comprehensive Plan text amendment involves modification of Appendix F to change <br /> 12 references to the Mobile Home Park Conditional Zoning (MHP-CZ) district to Home Park <br /> 13 Conditional Zoning (HP-CZ) district. <br /> 14 <br /> 15 For more background information please refer to Attachment 1. Proposed text amendment <br /> 16 language for both the UDO and Comprehensive Plan changes can be found in Attachment 6 <br /> 17 within a "track changes" format. <br /> 18 <br /> 19 Planning Director's Recommendation: The Planning Director recommends approval of the <br /> 20 Statement of Consistency, indicating the amendments are reasonable and in the public interest, <br /> 21 contained in Attachment 5 and the proposed amendment package as contained in Attachment <br /> 22 6. <br /> 23 <br /> 24 Planning Board Recommendation: The Planning Board originally reviewed this item at its <br /> 25 December 7, 2016 regular meeting and voted 7-1 to recommend approval. Minutes from this <br /> 26 meeting are contained within Attachment 3. Staff revised the amendment and <br /> 31 resubmitted to the Attorney for review. It was deemed necessary to have the Planning Board <br /> 32 review the revisions and take additional action on the proposal. <br /> 33 <br /> 34 The Board reviewed the revised amendment package at its February 1, 2017 regular meeting <br /> 35 and voted unanimously to recommend approval. The Statement of Consistency for the <br /> 36 amendment can be found in Attachment 4. <br /> 37 <br /> 38 The proposed amendment, as deemed legally sufficient by the County's Attorney office and as <br /> 39 recommended for approval by the Planning Board, is contained in Attachment 6. <br /> 40 <br /> 41 Patrick Mallett, Current Planning, reviewed the Abstract and the Attachments, and noted <br /> 42 a grammatical/graphical error in the Table of Permitted Uses (page 5-25, page 35 in the <br /> 43 packet). He said there is an "x" through the Table of Permitted Uses, which covers a single- <br /> 44 family residential use within the home park district.
