3
responsive and flexible to the environment. They should be proactive within a context that they
can understand rather than a context that is episodic.
Commissioner Marcoplos said that "sustainability"was a simple term when it was first
introduced; it has become complicated by people using it to back certain positions. He
suggested the Board stick with the simple meaning that is contained in the word itself: can the
system continue moving ahead in the face of factors that would cause it to stop and die. He
said let's keep it simple, and apply it on a case by case basis.
Example 1: Public Transportation
Manager presented on (a) the status quo, (b) anticipated forces of change and likely
consequences, (c) how the County currently plans/prepares/provides for resilience in this
context.
Travis Myren recognized Theo Letman, the County's new Transit Director.
Travis Myren then led a presentation on the status quo, forces of change, and resilience
measures planned or being taken by the County with regard to public transportation.
Status Quo
➢ Orange Public Transportation (OPT)
➢ Two Fixed Routes
o Hillsborough Circulator
o Orange/Chapel Hill Mid-Day Connector
➢ Medical Transportation
o Seniors and Residents with Disabilities
o All Medical Appointments & One Shopping Excursion per Week
➢ Senior Center Transportation
-Bus and Rail Investment Plan Funds Other Services
➢ Public Transportation- graph
➢ Public Transportation- graph
-Funded but not Implemented Expansions and Services
o New Routes Expected by July 1, 2017
o Efland-Hillsborough Commuter Loop-map
o Orange-Alamance Connector-map
Commissioner Rich suggested doing a field trip once routes are done for the BOCC.
o Rural Deviated Zonal Routes-map
Additional Service Improvements
➢ Dispatching and Routing Software
➢ Fare box Equipment
Efland-Hillsborough Commuter Loop-graph
Orange-Alamance Connector- graph
Rural Deviated Zonal Routes — NW& NE
In reply to a question from Chair Dorosin, Travis Myren said funding for OPT (two fixed
routes, medical transportation, and senior center transportation) comes from County sources as
well as sources other than the County, including Article 43 and the federal government. This
applies both to operational and bus capital purchases.
