16 <br /> o Paperless Work Order System —AMS <br /> o Computer Recycling Program with Schools <br /> o Electronic Document Processing and Storage <br /> ➢ Infrastructure-graph <br /> ➢ Infrastructure=graph <br /> Anticipated Forces of Change <br /> o Population and Service Demands <br /> • Traffic Congestion <br /> • Air Quality <br /> • Impervious Surface Constraints <br /> • Water Quality and Capacity <br /> ➢ Climate Change <br /> o More Frequent and Extreme Weather Events <br /> o Design and Operation Considerations of Major Systems and Equipment <br /> o Emergency Management Reponses to Weather Events <br /> In reply to a question from Commissioner McKee, David Stancil, Director of the County's <br /> Department of Environment, Agriculture, Parks and Recreation, said a voluntary program <br /> through which farmers cooperated to monitor farm ponds for Hydrilla easily could be pursued, <br /> perhaps through the Soil and Conservation Districts. <br /> In reply to a question from Commissioner Rich, David Stancil said Hydrilla is no longer used in <br /> home aquariums as typically as in the past, but it is not prohibited. <br /> In reply to a question from Commissioner Jacobs, Jeff Thompson, Director of Asset <br /> Management Services, said the Sheriff's automotive fleet is getting higher mileage than in the <br /> past, but as heavier vehicles they are generally going to be less efficient. <br /> Commissioner Dorosin suggested that heavier vehicles— especially ambulances and buses — <br /> be plotted separately from the rest of the County's fleet on the County Utilities Reduction: Goal <br /> vs. Trends chart. <br /> In reply to a question from Commissioner Rich, Jeff Thompson said the fluctuation in <br /> water use on the chart was due to new square footage on the west campus coming on line <br /> during 2009-10. Many of those facilities have water reclamation projects associated with them. <br /> Some of those projects are not working as well as County staff would like, and so there is <br /> intermittent use of those systems. <br /> Jeff Thompson also said the schools are not included on the chart. <br /> Commissioner Rich said it would be good to see that data too. <br /> Chair Dorosin said the reductions illustrated by the chart are even more significant in <br /> light of the County's population growth, growth in the number of County employees, and <br /> increase in square footage under the County's control. As they are telling this story they need to <br /> be able to overlay that context onto these data. <br /> Commissioner Jacobs said it is clear that Orange County is doing a great job trying to <br /> address environmental concerns in every way possible. But if they don't tell their loved ones that <br /> you love them, then they can feel taken for granted. They don't discuss the environment <br /> anymore in this community. They just assume that they are doing a great job. Since there is <br /> about to be the largest impact on environmental standards than ever before, because of the <br /> new federal administration, he would like to suggest that this Board form an environmental <br /> action committee.
