1 <br /> APPROVED 2/21/2017 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> ANNUAL PLANNING RETREAT <br /> RIGMOR HOUSE <br /> January 27, 2017 <br /> 9:00 a.m. <br /> The Orange County Board of Commissioners met for their annual Board retreat on Friday, <br /> January 27, 2017 at 9:00 a.m. at the Rigmor House in Chapel Hill, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Mark Dorosin and Commissioners Mia <br /> Burroughs, Barry Jacobs, Mark Marcoplos, Earl McKee, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEY PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren and Clerk to the Board Donna S. Baker. <br /> FACILITATOR: Andy Sachs, Dispute Settlement Center <br /> Department Heads: Gayle Wilson, Janice Tyler, Dave Stancil, Steve Brantley, Craig Benedict, <br /> Jeff Thompson, Jim Northup, Brenda Bartholomew, Gary Donaldson, Theo Letman, Tracy <br /> Reams, Janet Sparks, Dinah Jeffries, Bob Marotto, Carl Maytac, Greg Wilder <br /> Others: Brennan Bouma, Alicia Jones (Housing), Kirby Sanders (ES), Lee Worsley (TJCOG) <br /> Observers - Members of the public and news media. <br /> Convene <br /> Chair Dorosin welcomed the attendees. He said the retreat is an opportunity for <br /> conversation and dialogue beyond what occurs during formal Board meetings. <br /> Chair Dorosin reminded the group of these collaborative principles to guide the day, as <br /> well as future Board meetings: <br /> • Be open to disagreement <br /> • Be committed to sharing relevant information <br /> • Do not surprise each other <br /> • Be honest <br /> • Seek truth through the synthesis of all participants' contributions. <br /> Chair Dorosin invited all to provide him with feedback and criticism — call or email him at <br /> any time-- so that he can learn to be more effective in this work. <br /> The facilitator acknowledged this year's retreat planning committee (Commissioners <br /> Jacobs, McKee, and Price), which developed the retreat Desired Outcomes, Agenda, and <br /> Ground Rules. <br /> Commissioner Jacobs said that a key component of the County's resilience is the notion <br /> of being sustainable in all things. Commissioner Price said that the first of the two retreat's <br /> Desired Outcomes should be "Ideas for making the County more sustainable and resilient...," <br /> adding the word "sustainable." <br /> Commissioner Jacobs noted that the planning group had agreed to approach the retreat <br /> with the aim of a zero tax increase. <br />
