Position 43 Landfill Engineer <br />• Performs difficult professional technical work assisting the Solid Waste Management <br />Director in managing the operations of the landfill by working directly with regulatory <br />officials and consultants. <br />• Typical tasks involve the reviewing the work of consultants such as reports and designs for <br />technical accuracy and compliance with regulations, and propose revisions as needed. <br />• Monitors construction projects at the landfill for all Solid Waste projects located on the <br />landfill, such as MSW cell construction, transfer station design and permitting, construction <br />of the new Construction and Demolition landfill, and oversees all construction projects <br />relating to new recycling locations located throughout Orange County. <br />• Monitors environmental compliance with respect to groundwater, air and operating records. <br />• Prepares landfill permit amendments and erosion control permit applications for submission <br />to the State. <br />• Serves as Project Manager for various landfill activities. <br />• Maintains landfill operating records in accordance with State requirements assuring that the <br />files are up-to-date for periodic inspection by the State. <br />• Provides technical assistance to the Director and others on specific issues dealing with the <br />landfill, and other environmental matters. <br />• Interprets rules and regulations dealing with the landfill or environmental issues and works <br />closely with State and local regulatory officials. <br />• Prepares proposals for the procurement of consultants, drillers, laboratories, etc. for new <br />landfill projects, oversees selection process. <br />• Coordinates the work of various consultants, surveyors, laboratories, etc. <br />• Prepares bid/construction specifications, prepares site plans and small project designs, and <br />provides budget estimates on construction projects. <br />Position #4 Solid Waste Planner <br />This position is responsible for directing and overseeing outreach and education, staffing the <br />Solid Waste Advisory Board, developing the County's annual and long term solid waste plan <br />documents, and providing support services to the Department on a variety of'projects related to <br />materials marketing, program analysis, public education, grant acquisition, research, and <br />administration. <br />Duties include the following: <br />• Oversees and directs public education and outreach and various interns, <br />• Writes, edits and directs production of annual Waste Matters newsletter, <br />• Writes and/or edits three monthly articles for publication in CH News, CH Herald and <br />Weaver Street Market newsletters, <br />• Develops, directs and oversees recycling outreach budget, <br />• Pursues grant opportunities from public and private agencies including administration and <br />reporting of the grants, <br />• Analyzes and develops new aspects of 3-R fee in conjunction with recycling division,
