• Provides administrative and technical support to the County Manager: attends meetings;
<br />conducts presentations; develops reports; prepares agendas; manages and coordinates
<br />projects, services, and professional contracts; conducts research, surveys or investigations;
<br />and provides technical/policy/regulatory advice,
<br />• Prepares agenda abstracts for consideration by the Board of Commissioners; drafts ordinance
<br />revisions and attends meetings as necessary,
<br />• Oversees all department reporting and record keeping activities,
<br />• Responds to citizen inquiries and complaints,
<br />• Stays abreast of environmental, waste disposal and landfill legislation/regulation,
<br />• Provides staff support for the Solid Waste Advisory Board,
<br />• Monitors and evaluates department operations for effectiveness and compliance with
<br />policies, procedures, and applicable regulations, and
<br />• Interviews, hires, trains, supervises and evaluates employees; counsels, disciplines, and
<br />terminates employees; resolves employee grievances
<br />Position #2 Solid Waste Operations Manager
<br />• Supervises all landfill and recycling operations and staff, including scheduling and assigning
<br />work, safety, discipline, performance evaluation and hiring recommendations. Landfill
<br />operations include weighing and processing incoming loads, calculating and receiving fees,
<br />unloading, waste screening, construction, equipment acquisition and maintenance,
<br />maintaining records, and regulatory compliance. Recycling operations include meeting in-
<br />house and contractor collection schedules, processing of materials, shipment of processed
<br />materials to markets, and equipment acquisition and maintenance.
<br />• Ensures compliance with federal, state, and local laws, rules and regulations. Works with
<br />engineers, geologists, laboratories, surveyors, recycling markets, and others as necessary.
<br />• Provides Director with considerable technical, planning, human resource,
<br />financial/budgeting, and other information as necessary.
<br />• Provides ongoing long and short term planning capability and disposal capacity assessment
<br />by performing various analyses and projections.
<br />• Works with State officials and others on required studies, audits, and regular inspections.
<br />• Manages all landfill and recycling projects
<br />• Manages the acquisition, use and maintenance of landfill and recycling equipment.
<br />• Assists the director in budget preparation, performing cost analysis, special projects/analysis,
<br />estimating, and acquiring quotations for equipment, construction and services as necessary.
<br />• Responsible for emergency response management to severe inclement weather' such as
<br />ice/snow storms, hurricanes, etc.
<br />• Responsible for the training and enforcement of safe operating practices and protection of
<br />equipment, customers and personal.
<br />• Manages in-house recycling collections at urban and rural drop-off sites, bars and restaurants,
<br />governmental buildings, and other locations throughout Orange County.
<br />• Manages in-house recyclable processing, readiness of materials for and deliveries of
<br />materials to market.
<br />• Performs as Acting Director in the absence of Director..
