<br />Subject: Response to BOCC Request - Position Summaries

<br />The BOCC requested information at their December 13, 2005 meeting regarding a summary of
<br />the positions and responsibilities in the Solid Waste Department. The information requested
<br />follows:
<br />Position #1 Solid Waste Management Director
<br />Duties include the following:
<br />• Manages landfill operations; ensures compliance with federal, state, and local environmental
<br />regulations and applicable permit requirements,
<br />• Oversees the disposal of special wastes such as tires, white goods, scrap metal, construction
<br />and demolition materials, yard waste, mulch, waste oil, oil filters, and batteries,
<br />• Monitors groundwater and methane gas levels,
<br />• Screens and inspects incoming trucks for prohibited materials and follows established
<br />protocols for identified materials,
<br />• Prepares and administers the annual department budget; monitors expenditures under the
<br />current budget; develops the annual Capital Improvement Plan for the department,
<br />• Manages the enterprise fund and all solid waste budgetary/financial matters; administers all
<br />landfill and recycling fiscal functions including budget preparations, monitoring of
<br />expenditures, tracking revenues, analyzing alternative methods of future financing, accounts
<br />payables/accounts receivables, adherence to purchasing procedures for acquiring equipment
<br />and/or' services, maintaining the inventory control system, reviewing equipment/construction
<br />specifications, preparing and monitoring various contracts and preparing and issuing requests
<br />for proposals,
<br />• Prepares equipment and bid specifications and requests for proposals; prepares contracts,
<br />• Maintains a high level of safety performance in the landfill and recycling divisions, including
<br />the requirement of scheduled safety meetings and record keeping,
<br />• Oversees and manages consulting, service, construction and other contracts; ensures
<br />adherence to the Interlocal Agreement,
<br />• Plans and manages recycling and waste reduction programs, including commercial glass,
<br />drop sites (urban and rural), household hazardous waste, salvage sheds, food waste, curbside
<br />collections (urban and rural), compost demonstrations, battery and waste oil collection,
<br />multi-family collections and material processing,
<br />• Conducts research and analysis, assesses community needs, and develops long-range
<br />recycling and waste reduction programs and services,
<br />• Reviews, develops and modifies local government development plans; provides advice
<br />regarding collection and enforcement of policies/ordinances; and evaluates and reviews solid
<br />waste ordinances and solid waste plan,
