18 <br />The Recycling Programs Manager is responsible for planning, developing, and implementing <br />County-wide recycling programs, including the expansion and de-privatization of current <br />services, and the processing and marketing of all materials collected and managed. He/she <br />makes recommendations regarding County recycling and waste reduction policies, and ensures <br />that all work is performed within established parameters including State and Federal waste <br />regulations/requirements, and County and department policies and procedures. <br />The Recycling Programs Manager is responsible for implementing, tracking, and assessing the <br />County's 3-R Fee, for overseeing all 3-R Fee-related records, and for managing 3-R Fee appeals <br />and inquiries. The Program Manager prepares and monitors amoral Recycling Division budget. <br />The Program Manager tracks recycling program performance and prepares various programmatic <br />data reports including productivity, tonnage, cost, revenue, and other related management <br />information/data as necessary. He/she conducts analyses of programs and services to determine <br />efficiencies and effectiveness. <br />The Recycling Programs Manager plans and supervises county-performed material processing, <br />manages relationships with recycling markets and associated 3` party processors, and markets <br />recyclable materials for best use and to obtain highest value from vendors. Additionally, he/she <br />negotiates vendor agreements and services, and assists with preparation of Requests for <br />Proposals, and equipment bid specifications. He/she administers and oversees a variety of <br />vendor and program contracts such as the contracts for Food and Organic Waste, Urban Curbside <br />Recycling, Household Hazardous Waste (HHW) Collection and Disposal, Oil/Oil <br />Filters/Antifreeze, and other recycling programs. The Recycling Programs Manager conducts <br />and oversees the routing and scheduling of all county-provided public recycling services, and <br />provides information regarding recycling operations to the Solid Waste Director, the Solid Waste <br />Operations Manager, public and elected officials, business owners, commercial customers and <br />the general public. He/she communicates with other local governments and government <br />agencies regarding recycling and waste management issues. <br />Position #25 Recycling Programs Supervisor <br />Recycling Programs Supervisor is a professional position performing management duties <br />including administrative and field supervision for public recycling programs operated by the <br />Department of Solid Waste Management's Recycling Division, Supervised programs include <br />rural curbside recycling; multi-family recycling; commercial bar and restaurant recycling; food <br />and organic waste recycling; Household Hazardous Waste (HHW) collection; electronics <br />recycling; oil, oil filter, and antifreeze recycling, battery recycling, and Governmental Office <br />Recycling. This position directly supervises one Recycling Supervisor and two Recycling <br />Materials Handlers, and has indirect authority over all positions supervised by the Recycling <br />Supervisor. The Recycling Supervisor' develops daily work schedules for supervised personnel <br />and assigns duties to personnel as needed, Additionally, Recycling Programs Supervisor ensures <br />that employees operate in a safe and accident-free mariner and that each employee receives <br />required safety and equipment operation training. Trains, instructs and supervises staff. <br />Evaluates employee performance and counsels employees. <br />The Recycling Programs Supervisor assists with the development, implementation, and <br />management of programs for Recycling Operations Division.
