17 <br />• Leads evaluation team and writes the reports for the certification of commingled C&D <br />recycling centers used by Orange County licensees, <br />• Conducts regular reviews of RRMO and coordinates with County Attorney to amend as <br />necessary, <br />• Orders supplies necessary for enforcement of RRMO (verification tags, license stickers, <br />annual renewal stickers, verification tag bags, etc.), <br />• Develops materials for and conducts RRMO training classes, <br />• Reviews Solid Waste Management Plans (SWMP) submitted by various municipalities' <br />planning departments for adherence to Solid Waste Department policy and ordinance <br />requirements, <br />• Attends planning development review meetings in Chapel Hill, Carrboro, and Orange <br />County, <br />• Coordinates solid waste related issues with various planning/inspection departments, <br />• Conducts monthly safety programs and quarterly safety inspections <br />• Maintains the MSDS books, <br />• Acts as a liaison to county Personnel office for drug testing program, and <br />• Works with and supervises the Recycling Specialist on key aspects of his job, particularly <br />legal issues, key enforcement/education areas, and maintaining contact with those <br />affected by enforcement of the RRMO. <br />Position #23 Recycling Specialist (Education and Enforcement Officer) <br />Involves all facets of'Regulated Recyclable Materials Ordinance - Primary responsibility is <br />interpreting the RRMO and ensuring compliance by the public. Interpreting the RRMO involves <br />meeting with builders, developers, remodelers, businesses, and waste haulers to explain what is <br />required of them for compliance when operating a business in Orange County. Enforcement <br />involves the patrolling of Orange County businesses and constriction and demolition job sites to <br />ensure compliance of RRMO and confirming RM licenses. <br />A typical day would involve placing verification tags on roll-off containers, observing.job site <br />solid waste practices, visiting C&D landfill to ascertain possible problems, doing an assessment <br />of a demolition site (to determine whether proper steps have been taken to ensure possible reuse <br />or deconstruction of building before demolition.), patrolling construction job sites verifying <br />adherence with local material separation requirements, answering questions of builders or <br />businesses about what /how to comply with RRMO. <br />Position #24 Recycling Programs Manager <br />The Recycling Programs Manager is responsible for developing, implementing, and managing <br />countywide recycling operations, including those services performed by County employees and <br />those services provided under contract. The Recycling Programs Manager directly supervises <br />the Recycling Programs Supervisor, and indirectly supervises all positions in the Department of <br />Solid Waste Management's Recycling Division. He/she is responsible for all persormel matters <br />within the Recycling Division including the assigmnent of work tasks, scheduling, safety, <br />discipline, performance evaluation, and hiring recommendations. Additionally, the Recycling <br />Programs Manager provides and arranges employee training and maintains associated record <br />keeping for Recycling Division personnel.
