12 <br />• Writing and enforcing an appropriate credit policy and credit application. This position <br />evaluates the credit applications from customers, extending credit to those who are credit <br />worthy, <br />• Working with customers to collect monies owed to Solid Waste by charging late fees, <br />sending certified demand letters to writers of'retumed checks, and by working with a County <br />Attorney to prosecute customers if necessary, <br />• Coordinates with Finance and Budget Departments as necessary. <br />The Administrative Officer for Solid Waste communicates and coordinates revenue needs and <br />expenditures within Solid Waste and to other agencies as follows: <br />• Working with Budget to formulate and submit the Annual Budget for all 3 divisions of the <br />Department, <br />• Prepares requests for budget transfers and amendments as necessary, <br />• Maintains and updates the Equipment Schedule, working with Finance on financed <br />equipment, updates the CIP, Reserves Schedule, Contract Schedule, and using other <br />management reporting, completes the Tonnage Report. The Tonnage Report communicates <br />to the Solid Waste Dept where the Revenues originate, as well as tonnages, as an aid to <br />management, budgeting, and reporting, <br />• Preparing required annual reports to the State knowledgeable concerning our tonnages of <br />MSW, C&D, and Scrap Tires on an annual basis. Monitors the White Goods and Scrap Tire <br />tax distribution to the County, applying for appropriate grants when the tax distribution does <br />not cover expenses for that program, <br />• Working with the Solid Waste Director to maintain any accounting needs that relate to the <br />computation of the Orange County Reduce, Reuse, and Recycle Fee (Three R Fee), <br />• Assists in conducting 10-Year financial analysis and other related projects/analysis, and <br />• Performs backup for Administrative Assistant as necessary. <br />Position #9 Landfill Operations Manager <br />This position is responsible for managing the disposal and related ancillary operations of the <br />county landfill to ensure compliance with state and federal regulations. <br />• Coordinates and supervises daily work assignments to ensure compliance with regulations <br />and efficient landfill operations. <br />• Oversees operations staff and their functions, including inspecting, billing, weighing, <br />dumping and disposal of solid waste. <br />• Manages recycling of tires, metal, Freon, oil and other materials. <br />• Oversees inspection activities regarding prohibited materials. Coordinates maintenance and <br />repair of landfill equipment. <br />• Recommends operational alternatives to Solid Waste Operations Manager and Solid Waste <br />Director'. <br />• Oversees the transporting of regulated recyclables or other reusable materials to market. <br />• Oversees the inspections of all loads of segregated construction and demolition materials <br />delivered for recycling. <br />• Provides education and training to employees, including monthly safety training and training <br />on new procedures, ordinances and policies when needed. <br />• Monitors budgetary expenditures for division,
