Use of a '/4 inch daily cover compared to 6 inches of daily soil application <br />has been one of the factors that has allowed the existing landfill's anticipated usable life to be <br />extended into 2010. The terms of the renewal agreement for the equipment lease reflect a <br />$250 monthly increase and Mineral Binder costs reflect an increase of $21.50 per ton from the <br />costs of these elements under the 2003-05 agreement. The Posi-Pak (polyester fiber for slurry <br />reinforcement) costs remain at $45 per bag. Adequate funds of $91,000 are budgeted in the <br />FY 2005-06 Solid Waste Management budget for the purchase of the materials and the lease of <br />the applicator. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the 2-year <br />renewal of the lease/license agreement with Landfill Service Corporation and authorize the <br />Chair to sign it, subject to final review by Staff and County Attorney.
