2 <br /> 4. Development of emergency storm debris management plans, long term waste reduction <br /> and recycling strategic plans, or other planning and program assessment projects. <br /> 5. Other engineering and environmental services that the County or state regulatory <br /> agencies may require. Preparation of presentation material for public meetings including <br /> AutoCAD drawings, poster boards, renderings, etc. <br /> FINANCIAL IMPACT: Sufficient funds to cover anticipated expenditures are available in the <br /> approved FY 2016-2017 Solid Waste/Landfill Operations budget. The projected expense for the <br /> remainder of FY 2016-2017 is $100,000 - $150,000. Estimated annual expenditures vary <br /> depending on regulatory imperatives or local project requirements. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this <br /> item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents <br /> SCS Engineers has confirmed that the firm pays in excess of the living wage for any and all <br /> personnel working on Orange County projects. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the contract with <br /> SCS Engineers for engineering and environmental services for the Solid Waste Management <br /> Department and authorize the County Manager to sign the Agreement on behalf of the Board. <br />
