Fikes, ext 2490 <br />PURPOSE: To award one contract for the County CDBG Scattered Site Housing <br />Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the. general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids. Additionally, present program procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, <br />all contractors participating in the County's Rehabilitation, Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Sealed bids were solicited from participating contractors on November 18 and December 14th <br />the bid opening on December 14, 2005 with three bids received for the general repair portion <br />and on November 17 for the lead based paint portion of the work specifications. Bid results are <br />attached. <br />FINANCIAL IMPACT: The Orange County 2004 CDBG Scattered Site Program provides grant <br />funding for this repair project. <br />RECOMMENDATION(S): The Manager recommends that the Board award the following <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />105 Roberts St., Chapel Hill $25,925 Triple J Construction Company <br />$13,375 Eastern Environmental, Inc. <br />
