ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 26, 2007 <br />Action Agenda <br />Item No. <br />SUBJECT: Contract with Corley Redfoot Zack for-Engineering and Design Services for <br />Fairview Communitv Park <br />DEPARTMENT: Purchasing, ERCD, Recreation PUBLIC HEARING: (Y /N) No <br />ATTACHMENT (S): <br />1) Cost Proposal <br />2) Fairview Park Master Plan <br />INFORMATION CONTACT: <br />Pam Jones, 245 -2652 <br />Lori Taft, 245 -2660 <br />David Stancil, 245 -2590 <br />Marabeth Carr, 960 -3880 <br />PURPOSE: To consider authorizing the Chair to execute a contract with Corley Redfoot Zack <br />for park pre- construction design and engineering services to secure permits, conduct <br />engineering work, and create construction drawings and. specifications for bid documents for <br />Fairview Community Park. <br />BACKGROUND: In 2004, the County and the Town of Hillsborough agreed to work together to <br />create a master plan for the entire 92 -acre site by adopting a Memorandum of Agreement along <br />these lines, reflecting both the existing and planned uses on the Public Works site and potential <br />future uses for a park. In October 2005, an appointed Fairview Public Campus Master Plan <br />Committee began work to develop a proposed Master Plan. Over the next four months, the <br />Committee met on four occasions to create this report and plan. (See attached Master Plan). In <br />2001, Orange County voters approved a Parks and Open Space bond that earmarked $850,000 <br />for this park. <br />The Board may recall that, at the January 23, 2007 BOCC meeting, an expenditure of up to <br />$40,000 was approved for the purchase of playground equipment. That purchase of the <br />playground equipment along with site surveys and a survey of cultural and archeological <br />surveys of the site have left a balance of $803,103.90 available for the design and construction <br />of the park. <br />In April 2007, a Request for Proposal was conveyed to professional engineering and design <br />firms to solicit interest. Eight firms responded with proposals, and a Project Design Team was <br />convened to interview three firms. The Project Design Team included staff members David <br />Cannell, Lori Taft and Marabeth Carr as well as Stephanie Trueblood from the Town of <br />Hillsborough. <br />The three firms invited to interview were; <br />• Corley Redfoot Zack/Susan Hatchell Landscape Architecture of Chapel .Hill /Raleigh <br />
