Karpinos, Town Attorney <br /> SUBJECT: Public Hearing Proposed Firearm Regulation Ordinance <br /> DATE: November 4 , 1993 <br /> This public hearing has been called to receive citizens' comments <br /> on a proposed ordinance which would add additional firearm <br /> regulations to the Town Code. <br /> Background <br /> On October 25, 1993 , the Town Council called this special meeting <br /> to receive citizen comments on a proposed ordinance restricting the <br /> possession and display of firearms. <br /> On September 7 and 8 , the Council conducted a public hearing on the <br /> general subject of firearm regulation. Following the hearing, the <br /> Council referred the matter to the Manager and Attorney. On <br /> October 25, the Council received a report recommending the Council <br /> consider an ordinance with five additional regulations on the <br /> display and possession of certain firearms. At that time the <br /> Council scheduled this special meeting to receive citizen input on <br /> the recommended ordinance. The proposed ordinance has been <br /> prepared for this special meeting and is attached to this <br /> memorandum. <br /> Summary <br /> The attached proposed ordinance which would add five new <br /> regulations related to: <br /> 1 . the display of firearms by persons consuming or under the <br /> influence of drugs or alcohol. <br /> 2 . the display of firearms at polling places. <br /> 3 . the display of firearms at public assemblies. <br /> 4 . the display of small handguns. <br /> 5 . the possession of certain semi-automatic weapons which would <br /> be defined as weapons of mass death and destruction. <br />
