Suggestions Previously Identified and Not Recommended for <br /> Ordinances at this Time <br /> Several other suggestions were identified in the agenda memorandum <br /> for the September public hearing, at the hearing itself, or <br /> subsequent to the hearing for consideration as local or state <br /> regulation of firearms. These include: <br /> 1 . Prohibiting handguns or all firearms on the downtown <br /> sidewalks. <br /> 2 . Prohibiting handguns or firearms in vehicles on Town streets . <br /> 3 . Imposing Town (or County) firearm licensing or registration <br /> requirements. <br /> 4 . Prohibiting or regulating the sale of weapons or ammunition. <br /> 5 . Confiscating weapons where the weapon was used or possessed in <br /> the course of the criminal activity. <br /> 6 . Increasing penalties and sentences for criminal offenses <br /> involving weapons. <br /> 7 . Allowing the carrying of concealed weapons by citizens or by <br /> law enforcement officers outside their jurisdiction. <br /> We recommend the Council not consider enacting any local ordinances <br /> on these matters at this time. We believe that some of these <br /> proposals would be inconsistent with the North Carolina <br /> Constitution. In addition, we are not able to identify existing <br /> legislation which we are comfortable in stating would serve as <br /> statutory authority for many of these. <br /> D. Legislative Needs <br /> Resolution B would seek citizens' comments on November 9 on whether <br /> the Council should request the General Assembly to enact State-wide <br /> laws concerning: <br /> 1 . Requirements for safe keeping of handguns and other firearms <br /> to reduce their potential for theft, use by children, etc. <br /> 2 . Requirements for licensing handgun and other firearm owners as <br /> to their knowledge of the safe use and storage of firearms and <br /> as to the laws concerning possession, carrying and use of <br /> firearms. <br /> Resolution B also would request comments on whether the Council <br /> should seek legislative action calling a public referendum on <br /> changing the State Constitution to enable more restrictive statutes <br /> and local ordinances concerning handgun control . <br />
