Karpinos, Town Attorney <br /> SUBJECT: Setting Public Hearing to Consider Specific Additional <br /> Town Regulation of Firearms and Legislative Initiatives <br /> DATE: October 25, 1993 <br /> Tonight the Council is asked to consider whether to schedule a <br /> special public hearing and forum for November 9, 1993 to receive <br /> public comment on specific possible additional firearm regulation <br /> ordinances and legislative initiatives. No action other than <br /> scheduling the hearing and forum is requested tonight. <br /> The attached Resolution A would call a public hearing for November <br /> 9 , 1993 to receive public comment on specified new firearm <br /> regulation ordinances. <br /> Resolution B would call a public forum for the same evening to <br /> receive public comment on potential modification in state laws to <br /> further regulate firearms. <br /> Background <br /> On September 7 and 8 , the Council held a public hearing on the <br /> general subject of Town initiatives to regulate the possession of <br /> firearms, especially handguns. The minutes of that public hearing <br /> are included with this agenda item. <br /> We have carefully reviewed and considered the comments at the <br /> public hearing, numerous "recommendations and comments received <br /> before and following the hearing, both by telephone and in writing, <br /> and applicable constitutional and statutory law. <br /> We now recommend the Council call a public hearing and forum for <br /> November 9, 1993 , to receive comments on additional Town ordinances <br /> regulating firearms and possible legislative initiatives. <br /> Discussion <br /> A. Recommendations for Possible Ordinance <br /> Listed below are the specific ordinance proposals we recommend the <br /> Town consider enacting. If the Council wishes to consider these at <br /> a public • hearing, draft ordinances would be prepared for <br /> presentation at the hearing. <br />
