I will also provide you <br /> with an overview of limitations on the County's ability to <br /> regulate in this area. <br /> The Town Council of Chapel Hill is now involved in the <br /> process of considering a firearm regulation ordinance. As you <br /> know, it has conducted a number of public hearings on proposals <br /> presented to it by the Town Attorney and Town Manager. This <br /> interest on the part of the Town of Chapel Hill is a renewed one <br /> rather than a new one. The Town has had for some time <br /> regulations prohibiting the discharge of firearms in the Town <br /> limits and restrictions on the possession and use of firearms <br /> associated with some but not all Town property. The renewed <br /> interest was followed by a memorandum dated March 26, 1990 from <br /> the Chapel Hill Town Attorney to the Town Council followed by a <br /> series of memoranda on various parts of the subject of regulating <br /> firearms within Chapel Hill . With the permission of Ralph <br /> Karpinos, Chapel Hill's attorney, I have enclosed copies of his <br /> memoranda. I 've reviewed each carefully and have looked "behind" <br /> Mr. Karpinos ' research conclusions . By that, I mean I have <br /> reviewed the case law cited by him and otherwise, the statutes <br /> and the constitutional provisions pertaining. I am in almost <br /> complete accord with his conclusions . I will attempt to <br /> reconcile any differences in my view with his view in the <br /> discussion of specifics that follows .
