1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: November 16, 1993 <br /> Action Agenda <br /> Item # 2 V-A <br /> SUBJECT: Orange County-City of Durham Courtesy Review Process <br /> DEPARTMENT: Planning PUBLIC HEARING: Yes X No <br /> — — i <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> BOCC 8/17/93 Minutes Planning Director X2592 <br /> Planning Director 10/28/93 Letter <br /> Draft Resolution/Detail Sheet PHONE NUMBERS: <br /> Norby 11/10/93 FAX Hillsborough 732-8181 <br /> Goal 3 - Water & Sewer Policy Mebane 227-2031 <br /> Vicinity Maps Durham 688-7331 <br /> Planning Director 11/10/93 Memo Chapel Hill 967-9251 <br /> PURPOSE: To consider a draft resolution which would establish a courtesy review <br /> process involving Orange County and the City of Durham. <br /> BACKGROUND: On August 17, 1993, the Board of Commissioners denied the request of <br /> Louis and Joe Berini to amend the Land Use Element and change the <br /> designation of their property from Rural Residential to Transition Area. <br /> Although occupied by an existing mobile home park, public water and <br /> sewer service had been extended to the park by the City of Durham <br /> without the knowledge of Orange County. <br /> Subsequent to its decision, the Board asked the County Manager to pursue <br /> an interlocal agreement with Durham which sought to insure that public <br /> water and sewer extensions were consistent with Orange County's Water & <br /> Sewer Policy. On October 25, 1993, the Mayor of Durham, Orange County <br /> Commission Chair, and the Managers of the two jurisdictions met to <br /> review a resolution drafted by the County Engineer which would establish a <br /> courtesy review system for infrastructure improvement and expansion. All <br /> representatives present agreed with the basic points of the resolution. <br /> Subsequently, the County Manager asked the Planning Director to draft <br /> the detail sheet, explaining how the courtesy review process would operate, <br /> and send it to the Durham City-County Planning Director for review and <br /> comment. <br /> On October 28, 1993, the Orange County Planning Director sent a copy of <br /> the draft resolution and detail sheet to his counterpart in Durham. <br />
