2 <br /> Discussion of a "compact node" occurred at the <br /> public hearing, and the concept was favorably <br /> received by the applicants. <br /> Two letters of opposition were included as <br /> part of the 8/23/93 public hearing agenda, and <br /> two additional letters were received and <br /> distributed at the hearing (attached) . A <br /> follow-up letter (also attached) has been <br /> received from one of the above property <br /> owners, which indicates support for a compact <br /> node and scaled-down commercial zoning. <br /> Three agencies responded with written comment. <br /> The Orange Grove Volunteer Fire Department <br /> submitted a letter of support, while a cover <br /> letter and resolution from OWASA <br /> recommends denial of the amendment (while <br /> expressing interest in other ways of <br /> accommodating a country store) . <br /> Two resolutions were received from the Bingham <br /> TAC. The first recommends approval, noting the <br /> lack of basic services in the community and <br /> the need for a community focal point. The <br /> second addresses OWASA's concerns, calling for <br /> consideration of a "compact node" . <br /> The Planning Board on September 20 voted 11-0 <br /> in favor of a modified, "compact node" . The <br /> node, as recommended by the Planning Board, <br /> would apply only to part of the west side of <br /> Orange Grove Road, extending 1000 feet from <br /> Orange Grove Road to the 100-year floodplain <br /> along a branch of Cane Creek (see map) . <br /> Approval of this amendment is linked to CP-4- <br /> 93 (Watershed Protection) . CP-4-93 would amend <br /> Goal 10.8 of the Land Use Element to provide <br /> for very limited, community-scale commercial <br /> uses that do not adversely affect water <br /> quality to be permitted in the non-critical <br /> portion of Cane Creek watershed. <br /> RECOMMENDATION: Provided the Board of Commissioners approves <br /> the proposed amendment to Goal 10.8 (in CP-4- <br /> 93) , the Administration recommends approval of <br /> the amendment, with the modifications on <br /> boundaries of the Rural Neighborhood Activity <br /> Node as recommended by the Planning Board - <br /> shown on the attached map. <br />
