(This <br /> analysis is an attachment to these minutes on <br /> pages . ) <br /> Staff endorses the concept of a compact, <br /> refined node at this location, and recommends <br /> the Planning Board consider the application <br /> of a compact Rural Neighborhood Activity Node <br /> designation. <br /> Stancil used a map to indicate the location <br /> of the proposed amendment and also the <br /> location of other nodes referenced in the <br /> presentation. <br /> Stancil stated that he had spoken with the <br /> Planning Director this date and had <br /> determined another alternative for this <br /> proposed amendment that would address <br /> concerns about the size and scope of <br /> commercial activity. <br /> To address these concerns, staff recommended <br /> another option with a radius of 500 feet <br /> and the full complement of five acres for <br /> each zone. Stancil noted that he had <br /> presented this to Mr. Kirk and he was <br /> amenable to this alternative. <br /> Waddell expressed concern regarding the <br /> Resource Protection Area trying to determine <br /> a way that it could be excluded. Stancil <br /> responded that could be accomplished by <br /> keeping the node boundary north of the <br /> floodplain. <br /> Burklin expressed concern with making a <br /> single change in the Land Use Element of the <br /> Comprehensive Plan. He indicated he felt all <br /> elements should be reviewed to assess the <br /> changing conditions and the need for the <br /> change. Stancil responded that was what the <br /> Staff tried to accomplish with the locational <br /> analysis which evaluates the amendment <br /> against 11 criteria.
