(Page 3 . 12-6 ) <br /> 83 <br /> PLANNING FRAMEWORK ANALYSIS <br /> The structure of the Plan's framework begins with the organizing <br /> concepts - .policy statements around which the Land Use Plan for <br /> Chapel Hill Township north of the Joint Planning Area is <br /> constructed. These concepts state a general consensus as to what <br /> are the desirable patterns of growth for the area. Because of <br /> the region's close interrelationship with surrounding townships, <br /> some of the policy statements for the region will mirror those of <br /> Hillsborough Township, Eno Township, and the Joint Planning Area. <br /> Other variables represented in the policy statements reflect <br /> existing patterns of development, environmental constraints, and <br /> the stated desires of area residents. <br /> The second component of the framework consists of future <br /> projections for population, housing stock, and land requirements. <br /> These projections are not a comment on the desirability of <br /> expected growth. They merely indicate the amount of growth <br /> expected based on historical trends. <br /> The organizing concepts and projections are then used to create <br /> allocation guidelines. Criteria are established which distribute <br /> land into Land Use Plan categories initially defined in the body <br /> of the Land Use Element of the Orange County Comprehensive Plan. <br /> Distribution is reflected in both text and map form. <br /> Organizing Concepts <br /> The following policy statements represent the organizing concepts <br /> around which the Land Use Plan for Chapel Hill Township north of <br /> the Joint Planning Area is constructed: <br /> 1) The rural residential character of the area should be <br /> maintained and be the predominant land use. <br /> 2 ) Duke Forest tracts, which are a valuable research and <br /> teaching facility and are available for public use, should <br /> be protected from adverse development pressures. <br /> 3 ) The existing open space system in Chapel Hill Township, <br /> including the area north of the Joint Planning Area, which <br /> includes Duke Forest and existing agricultural and forest <br /> lands, as well as areas identified in the New Hope Corridor <br /> Open Space Master Plan, should be protected from intrusion <br /> by incompatible land uses. <br /> 4 ) Rural lands currently existing between the Chapel <br /> Hill/Carrboro urban area and Hillsborough should be <br /> preserved and maintained. <br /> : T tet c'ip,.at' 'iai tetiede at el Vi .1 ' W ip c U <br /> Q tiie a should bs..devo, co d:.:ice s. m na�1,,,tha :.. imtz .... <br /> adverseact ....:;:.......:..:. :;:: ..., ; .;:;.: ::::.:::.:_::: . .:::: :: ><';::.. .:;::;.::. ,:.:: <br /> 6 <br />
