The <br /> Planning Board was concerned that the sliding scale proposed by the <br /> Planning Staff allows fewer square feet of impervious surface in some <br /> cases as lot size increases. For example, 13,231 square feet of <br /> impervious surface would be allowed on a 4.5-acre lot, but only 11,761 <br /> square feet would be allowed on 6.0 acre lot. The Planning Board <br /> proposed alternatives sliding scales to address the decrease in square <br /> • <br /> footage on lots from 4.5 to 6.0 acres (See "Comments and Issues" for <br /> full discussion). <br /> Additional changes are needed to address impervious surface limits and <br /> lot size limitations in Back Creek Watershed and to apply non- <br /> residential zoning designation to commercial properties not included in <br /> the August 23, 1993 Notice of Public Hearing. These items will be <br /> advertised for public hearing on November 22, 1993. (Separate item <br /> on this agenda.) <br /> RECOMMENDATION: The Administration recommends approval of amendments to the <br /> Zoning Ordinance, Zoning Atlas, Subdivision Regulations and <br /> Land Use Element of the Comprehensive Plan as presented at the <br /> August 23, 1993 public hearing, with revisions as recommended <br /> by the Planning Board, with exception of the sliding scale for <br /> residential impervious surface limits. <br /> The Administration acknowledges that the sliding scales proposed <br /> by both the Planning Board and the Planning Staff for impervious <br /> surface are reasonable and will accomplish goals of watershed <br /> protection while allowing for reasonable development of <br /> property. The Revised Sliding Scale proposed by the Planning <br /> Staff is recommended however, based on greater flexibility with <br /> regard to future subdivision of larger tracts. <br /> The proposed effective date of new watershed and zoning <br /> provisions is January 1, 1994. <br />
