17 <br /> 7. OWASA and the Town of Chapel Hill have requested significantly higher standards <br /> in Cane Creek watershed. Several property owners were opposed to higher <br /> standards. <br /> Proposed Standards <br /> The standards proposed for the Cane Creek Watershed at the August 23 public hearing <br /> included a 2-acre minimum lot size/6% impervious surface limit in the Critical Area, and <br /> 40,000 square-foot minimum lot size/12% impervious surface limit in the balance of the <br /> watershed. The Land Use Plan does not currently provide any areas for commercial or <br /> industrial development, however an amendment is being considered which, if approved, <br /> would allow the creation of a Rural Neighborhood Activity Node at Bradshaw Quarry <br /> Road and Orange Grove Road. Up to ten acres within the Node could be rezoned to the <br /> LC-1 Local Commercial or NC-2 Neighborhood Commercial zoning districts. Industrial <br /> use would continue to be prohibited. The proposed Node lies outside of the Critical <br /> Area. <br /> Recommendations of OWASA and Chapel Hill <br /> The OWASA Board of Directors and the Chapel Hill Town Council have passed <br /> resolutions requesting that more stringent standards be applied to the Cane Creek <br /> Watershed, pending the results of a technical study to be commissioned by OWASA. <br /> OWASA Recommendations <br /> Continue to prohibit all commercial or industrial land uses throughout the Cane <br /> Creek Watershed. <br /> - Apply the same minimum lot and impervious surface limits to the entire Cane <br /> Creek Reservoir Watershed as proposed for University Lake watershed, basically <br /> 5-acre minimum lots plus other strong protective measures. <br /> Allow water and wastewater service only through individual on-site wells and <br /> disposal systems; no municipal or community level wastewater disposal. <br /> Chapel Hill Recommendations <br /> - Apply the same minimum lot size and impervious surface limits to the entire Cane <br /> Creek Reservoir watershed as proposed for University Lake watershed, basically <br /> 5-acre minimum lots plus other strong protective measures, and <br /> - Continue to prohibit all commercial or industrial land uses throughout the Cane <br /> Creek watershed; and particularly to remove the option of allowing 5% non- <br /> residential development with up to 70% impervious surface area. <br /> 13 <br />
