Proposed Resolution for Ado'ti❑n Mammon <br /> THE FOLLOWING INFORMATION IS PROVIDED: <br /> ( )Purpose ( )Action Requested ( x)Analysis <br /> (x)Summary ( x) Recommendation <br /> SUMMARY <br /> On August 23,1993 Orange County held a public hearing to consider amendments to their Zoning Ordinance and <br /> Subdivision Regulations for the purpose of implementing State-mandated watershed protection standards due January <br /> 01,1994. The Orange County Planning Board made recommendation to the Orange County Board of Commissioners <br /> on November 01,1993. The Board of Commissioners delayed action on these amendments until November 16, 1993. <br /> On November 09,1993,the Carrboro Board of Aldermen discussed relevant comments submitted by OWASA to <br /> Orange County. As a result of their discussion,they directed that a letter be sent from the Town to the Orange County <br /> Board of Commissioners requesting that they delay their discussion to give Carrboro an opportunity to complete its <br /> review and to make comment(letter attached). The Aldermen also directed the staff to present a report on the <br /> County's proposed watershed protection ordinance revisions. <br /> ANALYSTS: <br /> The attached"Summary of Proposed Cane Creek Watershed Amendments and OWASA Comments" was prepared to <br /> assist in reviewing the proposed Orange County regulations and to show relevant ordinance changes addressed by <br /> OWASA. The OWASA comments made on August 23,1993 are embodied within the following three <br /> recommendations: <br /> 1. Continue to prohibit all commercial or industrial land uses throughout the Cane Creek Watershed. <br /> 2. Apply the same minimum lot impervious surface limits to the entire Cane Creek Reservoir Watershed as proposed <br /> for the University Lake Watershed,basically 5-acre minimum lot plus other strong protective measures. -- <br /> 3. Allow the provision of water and wastewater service only through individual on-site wells and disposal systems; no <br /> municipal or community level wastewater disposal. <br /> On November 11,1993 the OWASA Board adopted an additional resolution authorizing a technical study of the Cane <br /> Creek Watershed on which to base permanent regulations and requested Orange County to adopt strong interim <br /> regulations. These interim regulations should require either(a)a minimum 5-acre lot size,with imperviousness <br /> determined by the proposed sliding scale,or(b) a uniform impervious surface limit of 6%,regardless of lot size. <br />
