reservoirs under either of the BMP strategies are consistent with water <br /> quality criteria and are approaching existing ambient levels, a goal of <br /> approximate nondegradation appears to be reasonable. This goal implies that <br /> affordable control measures will be used throughout the watershed to ensure <br /> that future urban development results in only minimal deterioration in <br /> reservoir water quality and that water quality criteria continues to be met <br /> in the future. <br /> 8.3 OVERALL APPROACH TO NONPOINT POLLUTION MANAGEMENT <br /> 8.3.1 NONSTRUCTURAL VS. STRUCTURAL APPROACHES <br /> Two different approaches to urban nonpoint pollution management were <br /> evaluated under this study: nonstructural controls and structural BMP's. <br /> Both approaches are capable of mitigating future nonpoint pollution impacts <br /> and achieving sufficient water quality protection. From the standpoint of <br /> less risk and a greater factor of safety, the nonstructural' approach (land <br /> use controls) is preferable. However, water quality management is only one <br /> of several factors which must be evaluated by local officials responsible <br /> for land use decisions. - In recognition of -the complexity of land use <br /> decisions, it is recommended .that_structural..BMP_'_s_be__designated_an <br /> acceptable alternative approach for those situations where nonstructural <br /> controls are considered to be unfeasible. Caveats regarding the deployment <br /> and maintenance of structural BMP's are outlined below. <br /> 8.3.2 LOCAL DISCRETION IN SELECTING MANAGEMENT APPROACH <br /> One of the attributes of a successful management program for multijuris- <br /> dictional watersheds is that all jurisdictions do not have to use the same <br /> types of nonpoint pollution controls. Therefore, it is recommended that <br /> each county be allowed to choose the type of nonpoint pollution control <br /> program which best suits its needs. Since both nonstructural and struc- <br /> tural controls are designated as acceptable approaches, either approach or <br /> a combination thereof should ensure sufficient water quality protection. <br /> The most critical requirement is that Person, Orange, and Durham Counties <br /> 8-2 <br />
