142 <br /> Jobsis proposed that a resolution be forwarded to <br /> the County Commissioners expressing the Planning <br /> Board's concern with the development rights of <br /> landowners if the minimum lot size restrictions <br /> exceed two acres . Seconded by Barrbws. <br /> Waddell stated that he felt the Commissioners <br /> are already aware of the Planning Board's concern <br /> and <br /> would not like to be further reminded. He felt that <br /> they would respond asking for a solution and the <br /> Planning Board does not have a solution. <br /> Barrows indicated she would like for the <br /> Commissioners to hear this concern from the Planning <br /> Board again. <br /> Burklin noted that this would be a good topic for <br /> an inter-board discussion. Other members indicated <br /> they felt that there was not time for a meeting with <br /> the Commissioners prior to the State mandated date <br /> of January 1, 1994 . <br /> Jobsis stated that she felt a very non-hostile <br /> statement could be forwarded to the Commissioners to <br /> make them aware of the on-going questions of <br /> development. Reid asked if it could be presented <br /> some way other than a resolution. <br /> Willis stated that this concern could be included <br /> in the Staff report to the Board of Commissioners. <br /> The first and second to the motion did accept that, <br /> rather than a resolution, the concern could be <br /> included in and emphasized by Willis in the Staff <br /> report. <br /> VOTE: 8 in favor. <br /> 2 opposed (Waddell, Scott) . <br /> AGENDA ITEM #10: PLANNING BOARD ITEMS <br /> a. Proposed Meeting With Board of Commissioners <br /> Burklin noted that there are several issues that he <br /> felt would be beneficial to discuss with the <br /> Commissioners. Some of these are water/sewer <br /> issues, water rights, Hillsborough Cooperative <br /> Planning, Rural Character options, Mebane and Durham <br /> Cooperative Planning, and ways to handle the equity <br /> issue. He suggested that as soon as the Planning <br /> Department has the time to prepare a presentation a <br /> forum of exchange be conducted with the Board of <br /> Commissioners.
