139 <br /> In addition, County staff would need to work with <br /> DEM to reach agreement on design standards and other <br /> issues to assure that a regional approach would meet <br /> the State mandate. These issues can be pursued in <br /> the coming year. In the interim, individual on-site <br /> facilities are necessary in order to comply with <br /> State requirements. <br /> The Planning Staff recommends no change to the <br /> proposed standards. <br /> Discussion followed with Willis describing a <br /> regional facility, the need for one and the process. <br /> Reid asked who would create the original BMP noting <br /> that it should be in place prior to development. <br /> Willis responded that the County would have to start <br /> a funding process. She noted that it is not <br /> reasonable to assume that developers of several <br /> properties would be developing at the same time and <br /> providing sufficient BMPs for several developments. <br /> The last substantive issue is that of Cane Creek <br /> Watershed. OWASA and the Town of Chapel Hill have <br /> requested significantly higher standards in Cane <br /> Creek Watershed. Several property owners were <br /> opposed to higher standards. <br /> The standards proposed for the Cane Creek Watershed <br /> at the August 23 public hearing included a 2-acre <br /> minimum lot size/6% impervious surface limit in the <br /> Critical Area, and 40,000 square foot minimum lot <br /> size/12% impervious surface limit in the balance of <br /> the watershed. The Land Use Plan does not currently <br /> provide any areas for commercial or industrial <br /> development, however an amendment is being <br /> considered which, if approved, would allow the <br /> creation of a Rural Neighborhood Activity Node at <br /> Bradshaw Quarry Road and Orange Grove Road. Up to <br /> ten acres within the Node could be rezoned to the <br /> LC-1 Local Commercial or NC-2 Neighborhood <br /> Commercial zoning districts. Industrial use would <br /> continue to be prohibited. The proposed Node lies <br /> outside of the Critical Area. <br /> Willis made reference to resolutions from OWASA and <br /> the Chapel Hill Town Council and a letter from the <br /> Town of Hillsborough (attachments to these minutes <br /> on pages ) . <br /> Willis noted that a study is anticipated for Cane <br /> Creek Watershed but is not yet underway. The Staff <br /> is not recommending adopting more strict standards <br /> as an interim measure until that study has been <br />
