109 <br /> History reminds us of our freedom and responsibity. 202 years ago our <br /> forefathers and founders passed into law the "Bill Of Rights" as I <br /> understand it, to protect the rights of individuals from government. <br /> I call your attention to the 5th. amendment part that states " nor shall <br /> private property be taken for public use, without just compensation." <br /> Placing all of Cane Creek watershed into the Critical Area denies the <br /> property owners full use of their property --- which is a TAKING. <br /> Who pays -- the individual by losses --or the public (water users) <br /> who benefit ? <br /> I support the N.C. regulations and the Planning Boards recommendation. <br /> I ask you to oppose more restrictions in the total PW Cane Creek watershed. <br /> Thank you. <br />
