Specifically, I am referring to the proposal to prevent the pumping of <br /> waste water effluent through easements or on to adjoining lots in a drinking water watershed. <br /> This proposal is a bad idea. <br /> This proposal is a bad idea for several reasons: <br /> 1. It does not add to the quality of the drinking water. In fact, it will lead to the use of lesser <br /> • <br /> quality soils for waste water treatment when better soils were potentially available, <br /> 2, It will lead to poor quality lot design. <br /> 3. It works counter to the concept of clustering which is the main tool identified to protect the <br /> "rural character". <br /> 4. 'This proposal impacts virtually the whole county under the new watershed regulations and <br /> will severely limit the development potential of some properties. <br /> In summary, the use of pumping and septic easements is an important tool which allows for new <br /> and creative design. Creative design is often what creates the economic value to provide the <br /> opportunity to preserve a natural resource. In addition, pumping generally means moving any <br /> source of contamination further from a creek or stream. <br /> It would be a mistake to implement this proposal.
