Planning Department <br /> P.O.Box 8181 <br /> Hillsborough, NC 27278 <br /> Dear Members, <br /> Since the Town is planning a reservoir in the Upper Eno watershed, we have reviewed the proposed watershed <br /> protection ordinance you and the County Commissioners are considering. We have a few comments we would <br /> like to share at this time. We would like to stress that these comments are based on the differences between <br /> the state mandated regulations and the proposed ordinance. These comments are not meant to indicate any <br /> displeasure on the Town's part with any current agreements we have with the County. <br /> It occurs to us that the prohibition of non-residential uses in the critical area limits the economic growth of the <br /> whole county, the interstate/rail corridor between Hillsborough and Efland in particular. This area, with access <br /> to the multi-modal transportation network is an ideal location for non-residential growth. We realize this area <br /> is not currently designated as a node or transition area in the County's Comprehensive Plan. <br /> This raises a second concern. The review and approval process for any project that is not within a designated <br /> node or transition area is very lengthy and involved. While this process ensures citizen participation and careful <br /> plan review, it is a strong deterrent to developers. <br /> Certainly we are not supporting the location of heavy industrial or hazardous uses in this corridor or within <br /> watershed critical areas. We are asking that you, the Commissioners, and staff consider following the state <br /> minimum regulations more closely. Well planned, clean industry can be built and should be built in this <br /> corridor and in other areas to protect the economic future of this county and its taxpayers. <br /> Our final concern relates to water and sewer connections. It is our opinion that if water and sewer service is <br /> or can be made available, development should tie on to that service. As you know, the track record in this <br /> County for septic tanks is not the best. In the long run, the chance for failure and contamination is a real <br /> concern. <br /> Once again, we are not implying dissatisfaction with any current agreements between the Town and County. <br /> We are concerned about the future of this county's citizens. We ask for you and the Commissioners to consider <br /> our comments as you review the proposed watershed protection ordinance.
