PROCLAMATION <br /> /47- /"/- _3 <br /> To designate the month of November as National Diabetes Month in <br /> Orange County. <br /> Whereas, diabetes is a problem of grave concern and <br /> consequence in American society with serious complications and <br /> effects which can be lessened through tight blood glucose <br /> monitoring and education as recently proven through the Diabetes <br /> Control and Complications Trials (DCCT) ; and <br /> Whereas, more than 13 million people in America, including <br /> many people not yet diagnosed, are affected by diabetes with <br /> 500, 000 new cases diagnosed yearly; and <br /> Whereas, diabetes is a leading cause of death and a major <br /> cause of disability in Orange County; and <br /> Whereas, more than 50,000 lower extremity amputations were <br /> performed on people with diabetes annually, a rate 15 times higher <br /> than that of the non-diabetic population; and <br /> Whereas, death from kidney disease is 500 times more common <br /> among young adults with insulin-dependent diabetes than in the <br /> general population. Diabetes is the leading cause of new blindness <br /> in adults; and <br /> Whereas, half of all people with diabetes have a history of <br /> hypertension compared to 20 percent of the general population. <br /> People with diabetes are twice as likely as members of the general <br /> population to have heart disease and are more likely to die from <br /> it; and <br /> Whereas, detectable loss of nerve function occurs in <br /> approximately 40 percent of persons with diabetes, and after 25 <br /> years of the disease, more than 90 percent are affected. Pregnant <br /> women with diabetes require intensive prenatal care and their <br /> babies are five times more likely to require intensive care during <br /> and immediately following birth than other babies; and <br /> Whereas, people with diabetes are more than twice as likely to <br /> require hospitalization during the year; and <br /> Whereas, diabetes awareness and education can lessen or <br /> prevent the complications associated with diabetes and through <br /> diabetes awareness and education, the person with diabetes can gain <br /> better health, peace of mind, and an active lifestyle. Also, <br /> diabetes awareness and education can help persons with diabetes <br /> live more independent and fulfilling lives; <br /> NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of <br /> Commissioners that the month of November, 1993 be designated as <br /> National Diabetes Month and that the people of Orange County be <br /> requested to observe the month with appropriate ceremonies and <br /> activities. <br /> Moses Carey, Jr. , Chair <br /> Orange County Board of . m ssioners <br />
