Preliminary Plans <br /> ( 1) Winding Branch <br /> ( 13 Lots - Bingham Township) <br /> Presentation by Mary Willis. <br /> The property is located in Bingham Township on <br /> the south side of Dairyland Road (SR 1177 ) . <br /> Dairyland Road is a paved State-maintained road <br /> and considered a collector in the Comprehensive <br /> Plan. The tract is 23.45 acres with thirteen <br /> ( 13) lots proposed. Lot sizes range from .99 to <br /> 2.39 acres. <br /> The property is zoned rural Residential (R-1) and <br /> Protected Watershed (PW-II) . It is also <br /> designated Rural Residential and Protected <br /> Watershed in the Comprehensive Plan. A public <br /> road (Winding Branch Road) is proposed. The road <br /> would extend south off Dairyland Road. All lots <br /> would receive access from Winding Branch Road. A <br /> 1991 traffic count on Dairyland Road indicated <br /> 650 trips per day. <br /> A 50-foot stream buffer is proposed on an <br /> intermittent stream running through the property. <br /> The Planning Board reviewed the Concept Plan for <br /> Winding Branch at its November 16, 1992 meeting. <br /> The plan was approved with the condition that all <br /> lots receive access from Winding Branch Road. <br /> Agency comments were received from Emergency <br /> Management, Recreation and Parks, Soil & Water <br /> Conservation, NCDOT and Erosion Control. <br /> Applicable comments have been incorporated into <br /> the Resolution of Approval. <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Winding Branch subject to <br /> the conditions contained in the Resolution of <br /> Approval (a copy an attachment to these minutes <br /> on pages ) . <br /> MOTION: Waddell moved approval as recommended by the <br /> Planning Staff. Seconded by Burklin. <br /> VOTE: Unanimous. <br />
